COORDINATION AS A METHOD FOR REDUCING PHYTOSANITARY RISKS IN THE NETHERLANDS

In the Netherlands, the world's center for the production and trade of flowers and other plant products, special attention is paid to combating pest risks. Substantial assistance in this matter is rendered, among other things, by the coordination legal technology [1; 131]. For example, the tasks, powers and procedures of the coordinating body are specified in sufficient detail in the Policy Memorandum on Invasive Exotic Species [2].

It says that “The main tasks of the Ministry of Agriculture, Nature and Food Quality will be the creation of a body coordinating the control of the spread of invasive alien species (Coie). In addition to coordinating activities, a coordinating body for invasive exotic species is created to advise the Minister of Agriculture, Nature and Food Quality on the procedure for dealing with the spread of exotic species, as well as to analyze pest risk ... COIE will conduct a risk analysis for detected exotic species and make recommendations on the need and the nature of the measures to be taken against the “exotic”, using knowledge available in the Netherlands or elsewhere. In addition to assessing the potential threat posed by a species, the financial and social costs of preventing or controlling the species and the impact of this control on society are also assessed. If, based on REC recommendations, a decision has been made to take preventive or control measures, the REC can support the management and coordination of such actions. COIE can also initiate research on environmentally sound control methods. COIE itself has no legal mandate to introduce controls. In some cases, there is an official body that can implement control measures, such as the Plant Protection Service of the Ministry of Agriculture. Other tools are the development of codes of conduct and the provision of information on exotic species. COIE communicates and provides information on exotic species and measures to be taken in consultation with organizations implementing these measures. An important challenge here is to raise awareness among businesses, organizations and the public about the possibilities for preventing problems with exotic species.

The most important task of the CEB is to advise the Minister of Agriculture, Nature and Food Quality on the approach to invasive exotic species. Ultimately, the CEB will consist of a committee of independent experts, management and a secretariat. The Secretariat will be composed of several officials and will be incorporated into the Plant Protection Service. This organization has many years of experience in risk analysis and pest control. However, his experience is limited to organisms that are harmful to plants. COIE will largely have to use other parties and organizations to obtain information on other exotic species. The CEB Secretariat will be coordinated and managed by a committee composed of sector leaders, knowledge institutions, civil society and land managers. The Chairman will act as the representative of the Committee."

Thus, we see that in the case of pest risk management, coordination mechanisms are used frequently in the Netherlands. They are well developed from the point of view of the coordination procedure and can serve as a role model for the legislators of other countries, including Russia or Ukraine.
