WAYS TO CREATE COORDINATION LEGAL NORMS IN THE UNITED KINGDOM LAW

An analysis of British law indicates that the United Kingdom is in the process of creating coordination rules of law, including in the process of coordination itself. In this case, the new rule of law is the result of coordination.

At The Offender Management Act 2007 (Consequential Amendments) Order 2008 [1] determines that «16. (1) The Learning and Skills Act 2000 (1) is amended as follows. (2) In section 115 (1) (2) (consultation and coordination), after paragraph (e), insert- "(Ea) a provider of probation services,". (3) In section 120 (2) (3) (information: supply by public bodies), after paragraph (e), insert- "(Ea) a probation trust,(eb) a provider of probation services (other than a probation trust or the Secretary of State), in carrying out its statutory functions or activities of a public nature in pursuance of arrangements made under section 3 of the Offender Management Act 2007 ". (4) In section 125 (1) (consultation and coordination), after paragraph (d) (but before the "and" following it), insert- "(Da) a provider of probation services,". (5) In section 138 (3) (Wales: provision of information by public bodies), after paragraph (e) (but before the "and" following it), insert- "(Ea) a probation trust, (eb) a provider of probation services (other than a probation trust or the Secretary of State), in carrying out its statutory functions or activities of a public nature in pursuance of arrangements made under section 3 of the Offender Management Act 2007 "».

In this way, quite elegantly amended coordination rules. Interestingly, in some cases in the normative act describes held coordination results in legislative activity.

For example, according to The European Communities (Definition of Treaties) (Economic Partnership, Political Coordination and Cooperation Agreement between the European Community and its Member States and the United Mexican States) Order 1999 [2] «Whereas a draft of this Order has been laid before Parliament in accordance with section 1(3) of the European Communities Act 1972(1) and has been approved by a resolution of each House of Parliament. Now, therefore, Her Majesty, in exercise of the powers conferred on Her by section 1(3) of the European Communities Act 1972 or otherwise in Her Majesty vested, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows…». On the basis of the explanatory note to this Act,  «The Order declares the Economic Partnership, Political Coordination and Cooperation Agreement between the European Community and its Member States and the United Mexican States, signed on 8th December 1997, to be a Community Treaty as defined in section 1(2) of the European Communities Act 1972. The object of the Agreement is to strengthen existing relations between the European Community and its Member States and the United Mexican States».
