Abstract: As COVID-19 has been effectively brought under control in China and the epidemic has entered a period of regular prevention and control, building the optimization and normalization mechanism of college sports management is the reform trend of college sports management in China in the future, and the optimization countermeasures of college sports management under the normalization of the epidemic situation, aiming at innovating the college sports management mode, improving the physical health level of college students, and providing certain reference for the development of college sports education after the epidemic situation.

So far, China has received more than 1 billion doses of COVID-19 vaccine, and almost all teachers and students in Chinese universities have been vaccinated, laying a solid foundation for the realization of herd immunity by the end of this year. The overall situation of the epidemic prevention and control in China is good. The main task of epidemic prevention and control is to prevent internal rebound and external importation.

1 Current situation of sports management in Chinese universities

As an important way to enhance the physical quality of college students and improve the health level of the whole people, college physical education teaching highlights its basic position in higher education teaching.However, due to the practical and interactive characteristics of physical education teaching, the traditional college physical education management also meets practical difficulties and challenges, mainly including the following aspects:

1.1 Current situation of epidemic prevention and control management

The Novel Coronavirus pandemic continues to spread globally.The task of epidemic prevention and control is daunting, as there are a large number of people on campus, with a wide range of sources and high mobility.The people involved in colleges and universities have the characteristics of diverse sources and frequent collective activities.Most of the teachers and students in universities come from all over the country and even all over the world. Novel coronavirus infections and asymptomatic coronavirus infections during the incubation period are infectious. The transmission of novel coronavirus infections is concealed to a certain extent, and it is very easy to be infected with novel coronavirus infections once the protective measures fail, thus increasing the difficulty of epidemic prevention and control.In addition, public places such as classrooms, dormitories, cantines, libraries and offices on university campuses have limited space but high personnel density, so it is difficult to avoid clustering phenomenon, and these clustering activities inevitably increase the complexity of epidemic prevention and control work [1].

1.2 Current situation of sports site management

Sports teaching activities carry out most of the time on outdoor venue, the lack of school sports venues and students daily sports activities carried out on site demand contradiction more prominent, especially some large colleges and universities, limited space, the indoor venues, under the normal form of epidemic prevention and control to carry out sports activities, the demand of the sports venues proposes a bigger challenge [2].

1.3 Current situation of PE teaching management

Physical education is a process of imparting sports skills and developing good sports habits.The immediate feedback and atmosphere creation in the process are greatly limited, and the monitoring of the process and effect becomes more difficult.It is more difficult to evaluate teaching effect.During the epidemic period, the assessment and evaluation of physical education in colleges and universities has been greatly affected, and it is difficult to comprehensively and accurately evaluate the teaching effect through single and independent video feedback or written feedback [3].

1.4 Physical status of college students

Limited by the impact of sports venues, exercise environment, sports equipment, students lack enough physical exercise, the amount of activity of college students is not enough.According to the physical health test data of college students in 2020, the weight increase of college students, the decline of endurance quality is very obvious, and other physical qualities have a certain degree of decline.Students' physical reserves and recovery are uneven.

1.5 Physical education "online" and "offline" teaching status

During the registration period, according to the needs of epidemic prevention and control and cross-infection prevention and other risks, most colleges and universities implement "online" physical education with the help of the network platform. The form of physical education courses is relatively simple, and the teaching methods of physical education teachers are mainly traditional teaching method and demonstration method, which results in low enthusiasm of students in class.During the "online" teaching period, teachers are unable to control college students in real time. After the school starts, the "online" physical education is not well connected with the "offline" physical education, and the "online" physical education is generally effective, which is a drawback caused by the lack of intuitive feeling in the non-face-to-face teaching [4].

2 Optimization path of sports management in Chinese universities

2.1 Strengthen epidemic prevention and control management

On the one hand, anyone entering the campus should strictly carry out identity verification registration and body temperature detection.On the other hand, it advocates "not to go out of school if it is not necessary", but for those who really need it, they can apply for going out of school. Schools should simplify the examination and approval procedures for students to go out of school through informatization and other means, and guide students to do a good job in personal protection.Insist on long-term health screening of school personnel.A sound organizational system for epidemic prevention and control has been established.Strengthen the daily cleaning and disinfection of public places.We cannot relax our efforts to normalize epidemic prevention and control.

2.2 Promote the unification of "online" and "offline" physical education courses

Make full use of information technology.Take students as the center, actively develop curriculum resources, implement mixed teaching, enrich teaching resources and teaching means.With the application of hybrid teaching method, physical education courses can implement the reform of teaching mode combining "online" and "offline" with theory and practice according to teaching design and resource construction [5].

2.3 Innovate the teaching concept of physical education with "integration of physical education and medicine"

Physical education in colleges and universities should not only continue to cultivate students' consciousness of lifelong physical education, but also innovate the teaching concept of physical education and form a new teaching attitude, so that students can gradually learn scientific exercise in the daily physical education class so as to learn healthy life.The 21st century is the century of human pursuit of health, in the "integration of physical education and medicine" environment, our sports teaching view, the element of health can not be ignored.

2.4 Scientific establishment of sports evaluation mechanism

In the era of big data application, we should further strengthen the establishment of students' health data index system, form a long-term mechanism of students' annual health examination, and bring students' physical health data into the PE teaching evaluation system.

2.5 Improve teachers' professional ability

School sports work and sports teaching activity due to the circumstances, the development of the sports management work in college and universities should also take this opportunity to actively explore new models of sports teaching in the network school-based research, set up school sports resource, actively research new way to the school sports work, realize the change in the way of teaching, and promote sports teachers' professional skills to learn and improve,Realize the professional development of physical education teachers.

3 Conclusion

The outbreak of normalized background, puts forward the new requirements of China college sports management, the management of college sports and evaluation to follow changes in the form of epidemics and the demand of the college students' physical and mental development, innovation in colleges and universities sports teaching mode, improve sports teachers' professional quality, to be able to in the normalized epidemic of colleges and universities sports education corresponding change,To meet the different sports needs of different college students, to fully realize the unique function of sports for the cultivation of innovative talents, to cultivate the innovative consciousness and innovative ability of Chinese teenagers, and to boost the development of sports in China to lay a solid talent foundation.
